a. Planned
Major Projects
The
municipality, in order to complement the envision of the province
to promote the growth area of the provincial industrial corridor
has planned to improve the existing support facilities necessary
to invite investors to put up capitals within the designated area
strategically located in the DDKRM industrial corridor.
The
allocation of industrial lands and its compatible land uses was
well planned by the local government of Katipunan during the
formulation of comprehensive land use plan being incorporated in
the 10 year development plan of the municipality.
The
implementation started after the approval of said document by the
Sangguniang Panlalawigan, after having been reviewed also by the
Provincial Land Use Committee (PLUC).
b. Assess
Consistency with Municipal Plan
The identification of various programs, projects and
activities deemed necessary and applicable to be implemented are
a part and partial parcel of the investment portfolio of the
10-year development plan.
Its year, prioritization of projects are well
undertaken by the local development council duly adopted by the
Local Sangguniang Bayan of this municipality.
c.
Regional Plan and Constraints
Most of the identified projects like the construction
of school buildings, roads and bridges and other major
infrastructure projects are to be considered in the Provincial
Development Council and the Regional Development Council for
funding requirements. However, it was commonly observed that
allocation of funds of such projects were not enough to complete
its implementation.
It was likewise observed that projects funded under
regional and national agencies shall not be released unless,
there is local counterpart funds.
It is then so burden in the part of the local
government to provide each project a counterpart fund considering
the limited financial resources of the municipality, especially,
that most of the LGUs are considered an IRA dependent.
Brief
Description of condition and Location of Existing Infrastructure

Market
a.
Location
The municipality at present has only one market
operating in town. The existing market situated at the heart of
the Poblacion is the only concentration whenever consumers are
getting short of prime commodities for family consumption.
The
existing market has a total area of 1,853.9 sq. meters to
accommodate the present numbers of consumers within or outside
the municipal jurisdiction.
The
service areas considered dependent to the potential services and
business opportunities that maybe enjoyed in the local market are
the barangays within its political jurisdiction and middlemen
coming from adjacent municipalities and from the city of Dipolog,
holding buy and sale activities.
The
available goods and prime commodities that are being sold in the
local market are dry goods which are composed of the following:
Textiles, foot wares, can goods, kitchen utensils, spices and
other ready made items sold within the dry goods premises. In the
wet section, fish of different species are being sold daily and
meat often sold during tabu day, which falls on every Sunday.
The
vendors presently occupying the public market of Katipunan are
carenderia, fish and dry goods vendors at the perimeter or
sidewalk that surround the building are ambulant and ala cart
vendors most often operating during night time.
The market
fees that are being governed by the existing market and revenue
code of the municipality were being collected in a form of
official receipts or cash tickets.
Income of
the municipal public market was separated from other revenue
sources following Republic Act 7160 that all income derived from
any municipal enterprise shall have separate income statement.
Its operation has a separate budget allocation taken from the
General Fund associated with the allocation coming from the 20%
Economic Development Fund (EDF).
The
municipal public market operating in town was strictly managed
and supervised by a Local Revenue Officer I with a salary grade
11 classified under the position allocation of plantilla.
Its daily
operation was taken cared of by the Local Revenue Officer and
some personnel from the treasurer’s office, detailed to augment
and render services related on market operations like the
issuance of cash tickets, collecting stall rentals and others.
2.
Slaughterhouse
Meanwhile, the municipality is still looking for a
feasible area applicable for the construction of slaughterhouse.
Slaughtering of livestock, poultry and other animals raised for
public consumption were done in any places under the supervision
of the designated meat inspector.
3. Power
The municipality of Katipunan is depending and takes
its power supply from the only one electric cooperative in the
province. The service electric cooperative of Zamboanga del
Norte, registered in the name of Zamboanga del Norte Electric
Cooperative (ZANECO) that takes its power from the Maria Cristina
Hydro-Electric Plant in Iligan City is the only major source of
electricity.
The existing barangays now considered under the
franchise area of ZANECO are the barangays along the coastal area
and the barangays, which are accessible to National, Provincial,
Municipal and barangay roads. These are the barangay of:

The
barangays that are subject to be energized next according to
priority are the barangays of Singatong, Sanao, Nanginan and
Matam.
The prevailing rate of fees that are collected from
local subscribers are minimal and are governed and regulated by
ordinances, resolutions or any act passed by the ZANECO board of
directors.
4. Water
Supply System
In the municipality of Katipunan, the common sources
of potable drinking water are usually taken from dug wells,
jetmatic pumps, developed springs, artesian wells, and from free
flowing springs. These above-mentioned facilities really are
insufficient to supply the increasing population, especially, to
those living in the urban areas.
At present, the municipality has its owned level III
Water System operating in same barangays, particularly, along the
national highway where pipelines traversed going to the municipal
hall.
The need
to upgrade the existing facility for future expansion is deemed
necessary in order to cope up the demand of potable water, enough
to supply the increasing population/household in the
municipality.
The
present condition of the existing facility has inspired local
officials to avail financial assistance from MDFO-DOF in a form
of loan and grant.
The fees
collected from the present subscribers were being governed and
regulated by the existing water code of the municipality, passed
and enacted by the local Sangguniang Bayan.
5. Garbage
Disposal System
The
garbage disposal and other refuge materials is at present not a
problem in the municipality. However, as years move on the used
to have expanded sanitary landfill is deemed necessary as
population grow in number, problem on garbage and waste disposal
may be felt already as one of the most priority.
The
municipality at present has acquired one unit of dump truck to
collect garbage and other refuge materials left by some vendors
during tabu day. The garbage being collected will be dumped at
the sanitary landfill situated at barangay Dr. Jose Rizal, this
municipality.
Human
waste disposal on the other hand is disposed well as about 85% of
the total households have constructed their own toilets for
defecatory disposal.
